Srinagar: J&K State has undergone a traumatic situation for the last two decades and this has opened a window for some people to create space and play some role in the name of some organization. In the process, we have numerous such Bodies in the State in general, but more prominent in Kashmir valley today.
At the global level, we know that some Non-governmental Organizations (NGOs) have played a major role in pushing for sustainable development. The campaigning groups have been key drivers of inter-governmental negotiations, ranging from the help towards human causes from regulation of hazardous wastes to a global ban on land mines and the elimination of slavery.
But NGOs are not only focusing their energies on governments and inter-governmental processes. With the retreat of the State from a number of public functions and regulatory activities, the NGOs have begun to fix their sights on powerful functions - many of which can rejuvenate in a positive way the entire nations in terms of their resources and influence.
But here in the Valley of Kashmir, we have been witnessing mushroom growth of NGOS, and on the holistic prism these Ngos have failed miserably to perform their functions in a proper and positive way. As a matter of fact, it is learnt that currently more than four thousand NGOS are registered in the State of Jammu& Kashmir, which is quite an abnormal figure. To make the matters more worse it is learnt that Out of 4000 registered NGO's in State only about a hundred are working on the ground in real spirit others are just on papers and minting money. According to expert voices, no part on the planet earth except our State has such a high number of NGOs.
It is also a known veracity that If one browses central Government websites there we can see hundreds of J&K NGO's receiving grants which tunes to crores of rupees but it is alleged that not a single penny is spent. Above all not even a single NGO in the valley is working on anti-corruption activities, good governance or transparency which without a hint of doubt is a big question mark on the credibility of NGO's in our state.
Many of the Ngos rose up in the name of rendering helping hand to thousands of orphaned Children of the Kashmir, as conflict rendered tens and thousands of children in Kashmir with the tag of orphans. There is also strangely a mushrooming growth of non government organizations in the last one and a half decade. But unfortunately, not even a fraction of the staggering figure of 50,000 to 80,000 orphans is being provided some kind of support. Many of them are almost left on their own, becoming bread earners of a family of all minors. The the response of the Civil Society in Jammu and Kashmir is dismal. There are also many unregistered ones operating in the Kashmir valley, but a very few are working for orphan care. It is learnt that Combined, NGO orphanages provide for 1,000-2,000 children, or 1-2 percent of those requiring assistance.
Ajaz Ahmad, a commoner while commenting on these facets of Ngos told the "Mirror of Kashmir," "It is a known fact that most of the Ngos working in our state, especially in the valley of Kashmir are money minting machines and a very negligible percentage works towards the betterment of our society. We have in the past two decades witnessed an abnormal upsurge in the number of NGOs working in the Valley of Kashmir. But, we need to bear in mind that as ground realities suggest that majority of Ngos have failed to impress. We need to regulate NGOS in order to make them fulfill their basic objectives. If we continue to have Ngos on paper only then this trend obviously goes against the principles of natural justice but even the essence of any democratic system".
The Mirror of Kashmir would continue in its future editions to focus on the different realms governing our NGOs. (To be continued)
