MoK: How far are our Hospitals equipped to tackle the present emergency like situations?
Dr Malik: Defnitely, we lack the desired infrastructure and manpower to tackle the emergency situations in an efficient manner and these deficiencies are right from college level to hospital level. The administrative lacunas also add to our problems and more importantly the poor condition of District and Sub-district level hospitals has added to our woes.
MoK: How would you rate the rural health sector of Kashmir?
Dr Malik: The rural health sector by and large is in utter shambles. The main reason behind this is that Government had selected doctors on various category basis like RBA, ST, Backward etc.,but almost all of these through influence have managed to stay in cities rather than serving their backward areas and thus as a result of this whole meaning and purpose of category system has been lost and health sector area of rural areas is in disarray.
MoK: What is your take on the health sector of Jammu as compared to Kashmir Valley?
Dr Malik: Jammu clearly has a health sector in better shape as compared to us. They are fully equipped with the required staff and equipments. We are having quite deficient manpower in the health sector of Kashmir. We also lag some of the key components related to the basic infrastructure in our hospitals as compared to Jammu. We shall have to bear in mind that the health institutions of Jammu have not witnessed the kind of upheaval and turmoil that we have witnessed and with the same budget, we are expected to perform at par with Jammu.
MoK: What is hampering the growth of our health sector?
Dr Malik: The basic problem of ours is that we are marred by redtapism, administrative lacunas and I do not find much dearth in financial resources, as there is a lot of money available, but it needs to be tapped and utilized in a proper way. We also need to fill up lot of vacancies in the health sector of Kashmir which would not only help in galvanizing the health sector of kashmir, but also save us from brain drain, as currently a handsome number of doctors are leaving state for other parts of world in search of better opportunities.
MoK: What is your take on the prestigious hospitals like SKIMS?
Dr Malik: There can be no two ways about this that our premier public health sector hospitals have not performed up to the desired expectations. We need to strengthen our district and sub-district level hospitals and also keep only super-specialty departments in SKIMS to make it more efficient.
MoK; How can that be achieved?
Dr Malik: We need a man of vision to guide our ailing health sector. A man with iron will and iron hand is needed to change the state of affairs related to our health sector towards an era of positivity and betterment.
